The complainant made a freedom of Information request to the ICO for information regarding the number of times it had given a Civil Service Department or Non-Departmental Public Body “permission” not to disclose details of the number of complaints which have been made to them under the Public Interest Disclosure Act 1998. The ICO refused the request under the exemption in section 21 of the Act (information accessible by other means). The Commissioner has decided that the section 21 exemption was correctly applied. He requires no steps to be taken.
