The complainant has requested information from Hampshire County Council (“the council”) about the identity of council officers. The council refused to comply with the request on the basis that it was vexatious under section 14(1) of the Freedom of Information Act (“the FOIA”) and manifestly unreasonable under regulation 12(4)(b) of the Environmental Information Regulations (“the EIR”). The Commissioner’s decision is that the council has correctly refused the request under section 14(1) of the FOIA. However, the council provided its response outside of 20 working days, and therefore breached section 10(1). Information Tribunal appeal EA/2014/0194 dismissed
