Summary: The complainant requested a paper showing the calculation behind a specified number of new dwellings which Suffolk Coastal District Council (the -˜Council-™) had undertaken to produce during a meeting with a Planning Inspector, at which the complainant was present. The Council informed the complainant that it had instead provided the Planning Inspector with an additional explanatory paper, which the Inspector confirmed had addressed the issues raised. The Council confirmed it had no plans to produce any further documents. The Information Commissioner-™s decision is that, on the balance of probabilities, the Council does not hold any further information other than that it has previously provided to the Inspector and to the complainant. The Council, however, failed to handle this request properly under either the FOIA or the EIR, and failed to recognise the request as being for environmental information. He does not require the Council to take any steps.
