Summary: The complainant has requested information from Her Majesty-s Revenue and Customs (-HMRC-) about the number of civil servants who had faced disciplinary action for making complaints of inappropriate behaviour within HMRC in 2007 and how many were dismissed. HMRC refused to provide the information requested on the basis that it had estimated that the cost of compliance with the request, and other requests that had been aggregated with it, would exceed the appropriate limit under section 12. The Commissioner-s decision is that HMRC has correctly applied section 12 to the complainant-s request and he therefore does not require the public authority to take any further steps to ensure compliance with the legislation.
