Summary: The complainant requested information relating to the front gardens of a number of flats being fenced off to create individual gardens. During the Commissioner-s investigation, it conceded that it held some information and it provided that to the complainant. The complainant was not satisfied and considered that more information was held. The Commissioner-s decision is that the council did not hold any further information falling within the scope of the request. However he found that the authority had breached its obligation to offer reasonable advice and assistance. The Commissioner does not require any steps to be taken.
