Summary: The complainant requested information concerning the decision to award a CBE to a named individual. The public authority refused the request and cited the following exemptions from the Freedom of Information Act (the -Act-): sections 37(1)(b) (information relating to the conferring by the Crown of any honour or dignity) and 40(2) / (4) (personal information exempt from the right of access provided by the Data Protection Act). The Commissioner finds that the public authority was correct to withhold some of the information, but that the exemptions were applied incorrectly in relation to the remainder of the information.
