Summary: The complainant made a freedom of information request to the Financial Services Authority for information in relation to an investigation which he believed it had undertaken. The public authority refused the request under section 14(1) and section 14(2) of the Act on the grounds that it was both vexatious and repeated. The Commissioner has made no decision on the public authority-™s application of sections 14(1) or 14(2) but has instead found that the information falling within the scope of the request comprised the complainant-™s own personal data and therefore was exempt from disclosure under section 40(1) of the Act. Information Tribunal appeal EA/2010/0203 struck out.
