Summary: The complainant requested a photocopy of the service record of an individual who served in the Royal Air Force during the Second World War. The public authority provided certain information from the record in transcribed form as part of its publication scheme. However, it withheld other information from the record citing exemptions at section 38 (Health and Safety), section 41 (Information provided in confidence) and section 44 (Statutory bar) as its basis for doing so. The Commissioner has decided that the public authority entitled to withhold some of the information within the record by virtue of section 41. However, the public authority failed to provide certain information within the record in contravention of section 1(1)(b) of the Act. The Commissioner requires the public authority to provide the complainant with a copy of the service record of the individual in question but agrees that it is entitled to redact certain information that is specified in this Notice.
