Summary: The complainant requested the contents of any communications between the premium rate telephone services regulator and the public authority. It initially relied on two exemptions to withhold the information held. However, following the High Court decision in BBC v Sugar and The Information Commissioner, the Commissioner finds that the requested information is held to a significant extent for the purposes of journalism, art or literature and that therefore the public authority is not obliged to comply with Parts I to V of the Act in respect of those requests.
