Summary: The complainant made a number of requests for information related to the involvement of one of the public authority-™s staff in the Intergovernmental Panel on Climate Change. The public authority initially failed to identify a significant amount of information falling within the scope of the requests. It subsequently disclosed this information to the complainant during the course of the Commissioner-™s investigation. The Commissioner has found that the public authority breached regulation 5(2) of the EIR by failing to make available requested information within 20 working days of the requests. It also breached regulation 11(4) by not communicating the outcomes of internal reviews within 40 working days of receiving representations from the complainant and regulation 14(2) by not providing a refusal notice within 20 working days of the receipt of requests.
