Summary: The complainant made a series of freedom of information requests to various public authorities, including 48 to the Local Government Ombudsman (LGO) between July and December 2008. The LGO refused the request made on 12 December 2008 that is the subject of this decision, declaring it vexatious under section 14(1) of the Freedom of Information Act 2000 (the Act). This was because the request added to an already significant burden placed on the LGO by his series of requests and, taken in the context of the complainant-™s history, was having the effect of diverting staff from their primary activities. The public authority also argued that, having regard to the wider context and history of the complainant-™s requests, the request lacked serious purpose or value. The Commissioner has found that the authority was correct to apply section 14(1) of the Act. Information Tribunal appeal EA/2009/0050 withdrawn.
