Summary: The complainant requested information relating to production costs of the cancelled BBC programme -˜Phoo Action-™ and other BBC programmes not aired which cost more than £50,000 to produce. The BBC provided some of the requested information but stated that the remainder fell outside the scope of the Act because it relates to information held for the purposes of journalism, art or literature. The Commissioner-™s decision is that the BBC correctly determined that the information is held to a significant extent for these purposes and therefore the BBC is not obliged to comply with Parts I to V of the Act.
