UPON the Information Commissioner not seeking to contest the appeal;

1. At the parties’ request, the appeal is ended on terms of consent:
1.1 The appeal is allowed;
1.2 This decision substitutes the one issued by the Information Commissioner’s Office on 28 February 2020, number FS50857816:
1.2.1 Swansea Council was not entitled to withhold the information because the exemption under section 31(1)(g) of the Freedom of Information Act 2000 in conjunction with section 31(2)(c) is not engaged.
1.2.2 Even if the aforementioned exemption were engaged, under section 2(2)(b) of the Freedom of Information Act 2000, the public interest in disclosing the information would outweigh the public interest in maintaining the exemption.
