The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 7(1) of the Budget (Scotland) Act 2020(1) and all other powers enabling them to do so.
In accordance with section 7(2) of that Act, a draft of these Regulations has been laid before and approved by resolution of the Scottish Parliament.
1.-(1) These Regulations may be cited as the Budget (Scotland) Act 2020 Amendment (No. 2) Regulations 2020 and come into force on the day after the day on which they are made.
(2) In these Regulations, "the Act" means the Budget (Scotland) Act 2020.
2. In section 4 of the Act, for the amount specified in subsection (2) (the Scottish Administration), substitute "£48,463,426,000".
3.-(1) The table in schedule 1 of the Act is amended in accordance with paragraph (2).
(2) In column 1 (purposes)-
(a) in relation to purpose 1, delete "(eHealth)" and after "care, support and rights;" insert "social care support;",
(b) in relation to purpose 4, for the words from "funding" to "Student Loan Scheme" substitute "administration funding for the Student Awards Agency Scotland (SAAS); funding administered by SAAS for fees, grants, bursaries, student loans and related costs of Higher Education student support;",
(c) in relation to purpose 6, after "funding for National Islands Plan related initiatives;" insert "support for Ferguson Marine;",
(d) in relation to purpose 8, after "Forestry and Land Scotland;" insert "VisitScotland;", and
(e) in relation to purpose 9, after "expenditure in relation to the running costs of the Office of the Chief Economic Adviser;" insert "Enterprise and Skills Analytical Unit;" and for "cultural organisations;" substitute "cultural and heritage organisations;".
(3) In column 2 (amount of resources (other than accruing resources)), for the amount specified-
(a) in relation to purpose 1, substitute "17,536,630,000",
(b) in relation to purpose 2, substitute "13,390,705,000",
(c) in relation to purpose 3, substitute "171,742,000",
(d) in relation to purpose 4, substitute "4,538,183,000",
(e) in relation to purpose 5, substitute "2,705,879,000",
(f) in relation to purpose 6, substitute "3,921,605,000",
(g) in relation to purpose 7, substitute "488,494,000",
(h) in relation to purpose 8, substitute "905,008,000",
(i) in relation to purpose 9, substitute "1,198,096,000",
(j) in relation to purpose 10, substitute "3,710,541,000",
(k) in relation to purpose 11, substitute "39,865,000",
(l) in relation to purpose 12, substitute "141,868,000",

(r) in the final row, in relation to the total amounts of resources, substitute "54,380,127,000".
4.-(1) The table in schedule 3 of the Act is amended in accordance with paragraphs (2) and (3).
(2) In column 1 (enactment), in relation to the fifth enactment for "(Scottish Water Business Stream Holdings Limited)" substitute "(Scottish Water Business Stream Holdings Limited and any subsidiary of it) (subsidiary as defined by section 1159 of the Companies Act 2006(2))".
(3) In column 2 (amount), for the amount specified in relation to the fifth enactment, substitute "100,000,000".

These Regulations amend the Budget (Scotland) Act 2020 ("the Act").
Regulation 2 amends the overall cash authorisations specified in section 4(2) of the Act in relation to the Scottish Administration.
Regulation 3(2) amends purposes 1, 4, 6, 8 and 9 for which the Scottish Ministers may use resources in financial year 2020/21.
Regulation 3(3) amends and inserts the amount of resources (other than accruing resources) that may be used for purposes 1 to 13 and 15 to 18 and the total amount of those resources for all the purposes.
Regulation 4 amends the reference to "Scottish Water Business Stream Holdings" to include any of its subsidiaries and amends the amount of resources that may be used by Scottish Water Business Stream Holdings Limited and any subsidiary of it for certain purposes in schedule 3 of the Act.
