This Scottish Statutory Instrument has been made in consequence of a defect in S.S.I. 2020/169 and is therefore being issued free of charge to all known recipients of that Scottish Statutory Instrument.
Regulations made by the Scottish Ministers and laid before the Scottish Parliament under section 122(6) and (7) of the Public Health etc. (Scotland) Act 2008 for approval by resolution of the Scottish Parliament within 28 days beginning with the day on which the Regulations were made, not taking into account any period of dissolution or recess for more than 4 days.

Coming into force in accordance with regulation 1(2)
The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 94(1)(b)(i) of the Public Health etc. (Scotland) Act 2008(1) and all other powers enabling them to do so.
In accordance with section 122(6) of that Act, the Scottish Ministers consider that these regulations need to be made urgently, without a draft having been laid before, and approved by resolution of, the Scottish Parliament.
1.-(1) These Regulations may be cited as the Health Protection (Coronavirus) (International Travel) (Scotland) Amendment Regulations 2020.
(2) These Regulations come into force immediately after they are made.
2.-(1) The Health Protection (Coronavirus) (International Travel) (Scotland) Regulations 2020(2) are amended in accordance with paragraph (2).
(2) In regulation 12(4) (fixed penalty notices – penalty amounts)-
(a)at the end of sub-paragraph (a) omit " or", and
(b)for sub-paragraph (b) substitute-
"(b)regulation 9(2),
(c)regulation 9(3), or
(d)regulation 9(4) where the person is believed to have intentionally obstructed any person carrying out a function in relation to Part 4.".

These Regulations are made in response to the serious and imminent threat to public health which is posed by the incidence and spread of coronavirus in Scotland.
These Regulations make amendments to the Health Protection (Coronavirus) (International Travel) (Scotland) Regulations 2020. They amend regulation 12 relating to the penalty amounts of fixed penalty notices for offences under regulation 9 to clarify that regulations 9(3) and (4) are included.
