The Scottish Ministers, in exercise of the powers conferred by section 2(2) of the European Communities Act 1972[1] and of all other powers enabling them in that behalf, hereby make the following Regulations:
Citation and commencement
1.
These Regulations may be cited as the Products of Animal Origin (Third Country Imports) (Scotland) Amendment (No. 3) Regulations 2003 and shall come into force on 22nd September 2003.
Amendment to the Products of Animal Origin (Third Country Imports) (Scotland) Regulations 2002

Part VIII of Schedule 2 to the Products of Animal Origin (Third Country Imports) (Scotland) Regulations 2002[2] is amended by substituting for the words "Commission Decision 2001/7/EC (O.J. No. L 2, 5.1.2001, p.27)" where they appear in paragraph 1 under the heading "A. General" the words "Council Directive 2002/33/EC (O.J. No. L 315, 19.11.2002, p.14)".

EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations amend the Products of Animal Origin (Third Country Imports) (Scotland) Regulations 2002 ("the principal Regulations") which implement Council Directive 97/78/EC laying down the principles governing the organisation of veterinary checks on products entering the Community from third countries (O.J. No. L 24, 30.1.98, p.9).
Regulation 2 amends Part VIII of Schedule 2 of the principal Regulations to give effect to Council Directive 2002/33/EC (O.J. No. L 315, 19.11.2002, p.14) which amends the existing controls on the importation of animal by-products by introducing into Council Directive 90/425/EEC (O.J. No. L 224, 18.8.1990, p.29) (which sets out veterinary requirements for checks on such products) the terms of Council Regulation 1774/2002 (O.J. No. L 273, 10.10.2002, p.1). That Regulation lays down health rules concerning animal by-products intended for human consumption.
A Regulatory Impact Assessment has not been prepared in respect of these Regulations.
