The Scottish Ministers, in exercise of the powers conferred by section 2(2) of the European Communities Act 1972[1] and of all other powers enabling them in that behalf, hereby make the following Regulations: Citation, commencement and cessation 1. - (1) These Regulations may be cited as the Import and Export Restrictions (Foot-and-Mouth Disease) (Scotland) (No. 3) Amendment Regulations 2002 and shall come into force at 5.00 p.m. on 18th January 2002. (2) These Regulations shall remain in force until midnight on 28th February 2002. Amendment of the Import and Export Restrictions (Foot-and-Mouth Disease) (Scotland) (No. 3) Regulations 2001 2. Regulation 6(2)(d)(v) of the Import and Export Restrictions (Foot-and-Mouth Disease) (Scotland) (No. 3) Regulations 2001[2] shall be omitted. DAVID R DICKSON A member of the staff of the Scottish Ministers Pentland House, Edinburgh 18th January 2002 EXPLANATORY NOTE (This note is not part of the Regulations) These Regulations make a minor amendment to the Import and Export Restrictions (Foot-and-Mouth Disease) (Scotland) (No. 3) Regulations 2001 (S.S.I. 2001/429). This is to remove the requirement in relation to meat originating in a restricted area (as defined in those Regulations) for on farm checking of farm movement records, inspection of vehicles for cleansing and disinfection and observation of the loading of the consignment. A Regulatory Impact Assessment has not been prepared for these Regulations. [1] 1972 c.68. Section 2(2) was amended by the Scotland Act 1998 (c.46), Schedule 8, paragraph 15(3).
