Coming into operation in accordance with regulation 1(2)
The Department of Agriculture, Environment and Rural Affairs makes these Regulations in exercise of the power conferred by section 5(2) of the Climate Change Act (Northern Ireland) 2022( 1).
Before being laid before the Assembly, the Department requested, and took into account, advice from the Committee on Climate Change, in accordance with section 56(2) of the Act.
1.—(1) These Regulations may be cited as the Climate Change (2040 Emissions Target) Regulations (Northern Ireland) 2024.
(2) These Regulations come into operation on the day after the day on which they are made.
2. In section 3 of the Climate Change Act (Northern Ireland) 2022, for “in line with the target for the year 2050” substitute “at least 77% lower than the baseline”.

These Regulations amend Part 1 of the Climate Change Act (Northern Ireland) 2022 to set the emissions reduction target for 2040 as a percentage. This implements a recommendation from the UK Committee on Climate Change.
The Department of Agriculture, Environment and Rural Affairs has carried out the required impact assessments and conducted a 16-week public consultation.
