The Department of the Environment makes the following Regulations in exercise of the powers conferred by Articles 5(3) and (4), 19C(1) and (1A)(c) and 218(1) of the Road Traffic (Northern Ireland) Order 1981(1).
1. These Regulations may be cited as the Motor Vehicles (Driving Licences) (Amendment No. 2) Regulations (Northern Ireland) 2015 and shall come into operation on 29th May 2015.
2.-(1) The Motor Vehicles (Driving Licences) Regulations (Northern Ireland) 1996(2) are amended in accordance with paragraphs (2) to (5).
(2) After regulation 16A (exchangeable licences) insert-
16B.-(1) A person must not hold more than one licence.
(2) In this regulation, "licence" includes a Great Britain licence and a Community licence(3).
(3) In this regulation, "Community licence" does not include a document authorising the holder to drive a motor vehicle which was issued by a state before the date on which that state became a member State or the date on which that state became a party to the EEA Agreement.".
(3) In regulation 37(4) (evidence of the result of practical and unitary tests) before sub-paragraph (a) insert-
"(za)under paragraph (1)(a) or (2) is invalid if it is furnished in error or with an error in the particulars required to be specified in it;".
(4) In regulation 37A (evidence of the results of special manoeuvres test) after paragraph (1) insert-
"(1A) A pass certificate issued under paragraph (1)(a) is invalid if it is furnished in error or with an error in the particulars required to be specified in it.".
(5) For Schedule 4A (fees for theory test) substitute the Schedule as set out in the Schedule to these Regulations.

These Regulations amend the Motor Vehicles (Driving Licences) Regulations (Northern Ireland) 1996 ("the principal Regulations").
In accordance with Article 7(5)(a) of the Directive 2006/126/EC of the European Parliament and of the Council of 20th December 2006 on driving licences (O.J. L403, 30.12.2006, p. 18), regulation 2(2) inserts a new regulation 16B into the principal Regulations to prohibit a person from holding more than one Northern Ireland, Great Britain or Community driving licence.
Regulation 2(3) amends regulation 37(4) of the principal Regulations to ensure that a practical test pass certificate is treated as invalid if it has been furnished in error or there is an error in the details specified in it.
Regulation 2(4) amends regulation 37A of the principal Regulations to ensure that a special manoeuvres test pass certificate is treated as invalid if it has been furnished in error or there is an error in the details specified in it.
Regulation 2(5) substitutes Schedule 4A to the principal Regulations to reduce the fees payable for Theory Tests as follows-
(a)the fee for categories AM, A, A1, A2 and B is reduced from £30 to £25 from 29th May 2015 and further reduced to £23 from 1st October 2015;
(b)the fee for categories C, C1, D and D1 large vehicle test of driving theory is reduced from £35 to £28 from 29th May 2015 and further reduced to £26 from 1st October 2015;
(c)the fee for categories C, C1, D and D1 large vehicle test of hazard perception is reduced from £15 to £12 from 29th May 2015 and further reduced to £11 from 1st October 2015.
