Payment of sums certified due. 85.(1) Any sum which is certified by a local government auditor to be due to any council and has become payable shall be a debt recoverable summarily by the local government auditor. (2) In any proceedings under subsection (1), a certificate signed by a local government auditor shall be conclusive evidence of the facts certified, and a certificate signed by the clerk of the council, or other officer whose duty it is to keep the accounts, that the sum certified to be due has not been paid shall be evidence of non-payment. (3) Unless the contrary is proved, for the purposes of this section a certificate purporting to be signed by a local government auditor, or by the clerk of the council or other officer whose duty it is to keep the accounts, shall be deemed to have been signed by him.
