Matters to be taken into account in exercising certain functions. 2.(1) The Ministry shall, in exercising its functions under this Act, have regard to the needs of industry and agriculture, the protection of fisheries, the protection of public health, the preservation of amenity and the conservation of flora and fauna. (2) The Ministry of Agriculture shall, in exercising its functions [under any statutory provision relating to drainage], have regard to the conservation of water resources, the prevention of pollution, the needs of the community with respect to water and the disposal of effluent, the preservation of amenity and the conservation of flora and fauna.
