1929 c.21 76.(1) Notwithstanding anything in any enactment (including a local Act) or in any rule of law to the contrary, a local authority who are providing a service for the carriage of passengers for reward may, subject to the following provisions of this section, make such arrangements as they consider reasonable for the granting of travel concessions to qualified persons travelling on vehicles used for the purposes of or in connection with that service or on any of those vehicles to which the arrangements relate. (2) In this section "local authority" means the council of a county, county or other borough, or of an urban or rural district; "qualified persons" means persons mentioned in any of the following paragraphs or any description of such persons, that is to say (a)persons in such age groups and of such classes as the local authority may by resolution determine, not being persons whose age is in the case of men less than sixty-five years and in the case of women less than sixty years; (b)persons whose age does not exceed sixteen years; (c)persons whose age exceeds sixteen years but does not exceed eighteen years and who are undergoing full-time education; (d)blind persons, that is to say persons so blind as to be unable to perform any work for which eyesight is essential; (e)persons suffering from any disability or injury which, in the opinion of the local authority, seriously impairs their ability to walk; "travel concession" means the reduction or waiver of a fare or charge, either absolutely or subject to terms, limitations or conditions. (3) A travel concession granted to a person by virtue of subsection (2)(c) shall be limited to travel between the residence of such person and his place of education or for purposes in connection with the education received by him at that place. (4) A local authority may, in respect of travel concessions granted by them to qualified persons, from time to time transfer to the credit of the account of their transport undertaking sums from the general rate fund, being sums not exceeding the cost to the undertaking of granting the concessions. (5) There shall be defrayed out of moneys provided by Parliament any increase attributable to the provisions of this section in any sums which are authorised or required to be so defrayed under any other enactment.
