35. The [Post Office] shall not place any work under, in, upon, over, along, or across any estuary or branch of the sea, or the shore or bed of any tidal water, except with the consent of all persons and bodies having any right of property, or other right, or any power, jurisdiction, or authority in, over, or relating to the same, which may be affected or be liable to be affected by the exercise of the powers of the [Post Office] (which consent, where Her Majesty in right of her Crown is interested, may be given on behalf of Her Majesty by the [Crown Estate Commissioners] or one of them, in writing signed by them or him).
