Lord Lieutenant in Council may make general rules for execution of this Act. 45. It shall be lawful for the Lord Lieutenant in Council, by Order, to make from time to time such general rules as may seem fit for the effectual execution of this Act, and the regulation of the procedure on appeals, and on inquiries by the Board of Works, and generally of all proceedings under this Act, and also for fixing the amount of any fees, and the allowance, taxation, and payment of any costs, charges, and expenses to be taken, allowed, and paid under this Act, and for the remuneration of any ... person employed in the execution of this Act under the direction or authority of [the Department of the Environment] or of the Board of Works or otherwise, and from time to time to revoke or amend any such rules; but no such rules shall have any effect until the expiration of one month after the same shall have been published in the [Belfast Gazette], and laid before both Houses of Parliament.
