No application to be granted where a similar application has been rejected by Parliament. 32. The Court shall not be at liberty to grant any application under this Act in any case where the applicant, or any party entitled, has previously applied to any House of Parliament for a private Act to effect the same or a similar object, and such application has been rejected on its merits, or reported against by the judges to whom the Bill may have been referred.
