Licences to porters. 84.(1) The [district council] may from time to time grant to any person whom they think fit a licence to carry on the calling of a luggage porter, light porter, public messenger, or commissionaire, and may charge a fee of [5p] for any such licence. (2) The [district council] may from time to time make byelaws for regulating the conduct of any persons so licensed and for fixing the charges to be made by them. (3) Every such licence may be granted for a year or for any less period according as the [district council] may think fit, and may be suspended or revoked or endorsed by the [council] for a breach of such byelaws or whenever they shall deem such suspension or revocation or endorsement to be necessary or desirable in the interests of the public: Provided that the existence of this power to suspend or revoke or endorse a licence shall be plainly set forth in the licence itself. (4) Every such licence whensoever issued shall expire on the thirty-first day of March next following the date of its issue, and may contain conditions as to the badge which the holder of any such licence shall wear. (5) If any person while unlicensed represents himself to be licensed, or wears any badge for the purpose of representing himself as licensed to carry on any of the callings specified in this section, he shall be liable to a penalty not exceeding [#1].
