78. The [Ministry of Development] may from time to time make regulations with respect to such streets, to be specified in the regulations, as are specially liable to be obstructed by reason of the amount and nature of the traffic: (a)Prescribing the line to be kept at any street crossing by all persons riding or driving; (b)Requiring the drivers of heavy and slow-moving vehicles to keep their vehicles to a particular portion of the street. All regulations under this section shall be subject to the approval of the Chief Secretary. Any person who shall contravene any such regulation, after warning given by word or signal by a police constable stationed in the street to direct the traffic, shall be liable to a penalty not exceeding [#2].
