District councils may authorise officers to attend and assist in prosecutions. 260. Proceedings for the recovery of demands within the jurisdiction of the Civil Bill Court, which [the Ministry of Development or district councils] are empowered to recover in a summary manner, may, at the option of the [the Ministry or the councils], be taken in the Civil Bill Court as if such demands were debts within the cognizance of such court.
