128. Any person who, after the passing of this Act, establishes within the district of [a district council], without their consent in writing, any offensive trade; that is to say, the trade of Blood boiler, or Bone boiler, or Fellmonger, or Soap boiler, or Tallow melter, or Tripe boiler, or gut manufacturer, or [Any other trade, business or manufacture which the [district council] declare by order confirmed by the Local Government Board and published in such manner as the Board direct, to be an offensive trade], Restriction on establishment of offensive trade.
