Provision in case of two convictions for overcrowding. 126. For the purpose of the provisions of this Act relating to nuisances any ship or vessel lying in any river, harbour, or other water within the district of a [district council] shall be subject to the jurisdiction of that [council] in the same manner as if it were a house within such district; and any ship or vessel lying in any river, harbour, or other water not within the district of a [district council] shall be deemed to be within the district of such [district council] as may have been or may be prescribed by the Local Government Board, and where no [district council] has been prescribed, then of the [district council] whose district nearest adjoins the place where such ship or vessel is lying. The master or other officer in charge of any such ship or vessel shall be deemed for the purpose of the said provisions to be the occupier of such ship or vessel. This section shall not apply to any ship or vessel under the command or charge of any officer bearing Her Majesty's commission, or to any ship or vessel belonging to any foreign government.
