In certain cases order may be addressed to district council. 117. Any matter or thing removed by the [district council] in abating any nuisance under this Act may be sold by public auction; and the money arising from the sale may be retained by the [district council], and applied in payment of the expenses incurred by them with reference to such nuisance, and the surplus (if any) shall be paid, on demand, to the owner of such matter or thing.
