Order of prohibition in case of house unfit for human habitation. 114. Any person not obeying an order to comply with the requisitions of the [district council] or otherwise to abate the nuisance, shall, if he fails to satisfy the court that he has used all due diligence to carry out such order, be liable to a penalty not exceeding [#400 and where a person is guilty of an offence against this section within one year after the conviction he shall be guilty of a further offence and shall be liable, in addition to that fine, to a fine not exceeding #50 for every day subsequent to the day on which he is first convicted of an offence under this section on which this section is contravened]; and any person knowingly and wilfully acting contrary to an order of prohibition shall be liable to a penalty not exceeding [#400 and where a person is guilty of an offence against this section within one year after the conviction he shall be guilty of a further offence and shall be liable, in addition to that fine, to a fine not exceeding #50 for every day subsequent to the day on which he is first convicted of an offence under this section on which this section is contravened]; moreover, the [district council] may enter the premises to which any order relates, and abate the nuisance, and do whatever may be necessary in execution of such order, and recover in a summary manner the expenses incurred by them from the person on whom the order is made.
