Provision of fire-fighting equipment. 37.(1) The Ministry may make, as respects premises to which this Act applies, or any specified class of such premises, ... regulations as to the measures to be taken to reduce the risk of the outbreak of fire therein or of the spread of any fire that breaks out therein or the smoke therefrom. (2) Regulations under subsection (1) may, amongst other things, prescribe requirements as to the internal construction of premises to which the regulations apply, and the materials used in that construction, and provide, as regards any of the provisions of the regulations, that some other person or persons shall be responsible for a contravention thereof instead of, or as well as, the occupier.
