Marine store dealer to keep proper books. 541.(1) A marine store dealer shall not, on any pretence, cut up any cable or other like article exceeding five fathoms in length, or unlay the same into twine or paper stuff without obtaining a written permit as required by this section. (2) In order to obtain a written permit a marine store dealer shall make a declaration before some justice of the peace having jurisdiction where the dealer resides, stating (a)the quality and description of the cable or other like article about to be cut up or unlaid; (b)the name and description of the person from whom he purchased or received the same; and (c)that he has purchased or otherwise acquired the same without fraud and without any knowledge or suspicion that it has been come by dishonestly: (3) If a marine store dealer cuts up or unlays any cable or other article without complying with the provisions of this section he shall be liable to a fine for the first offence not exceeding twenty pounds, and for every subsequent offence not exceeding fifty pounds.
