Rating of seamen 209.(1) Every foreign-going ship, having one hundred persons or upwards on board, shall carry on board as part of her complement some duly qualified medical practitioner, and if she does not the owner shall for every voyage on the ship made without a duly qualified medical practitioner be liable to a fine not exceeding one hundred pounds. (2) Nothing in this section shall apply to an emigrant ship within the meaning of the Third Part of this Act.][
