Correspondence of patients. 25. It shall be the duty of a [Health and Social Services Board], a person carrying on a private hospital or a person appointed as guardian under this Part to forward unopened all letters addressed by any patient liable to be detained or subject to guardianship under this Part to the Lord Chief Justice; the Minister of Health and Local Government; any member of [the Assembly or of the Parliament of the United Kingdom]; the Review Tribunal; the Ministry; [the Master (Care and Protection)]; the nearest relative of the patient; [the European Commission of Human Rights.]
