Declarations to be made by parties. 31. The registrar shall be entitled, for every marriage which shall be solemnized under this Act in his presence, to have from the parties married [such fee as may be prescribed according to whether the marriage shall be by licence or certificate, and to whether it shall be solemnized in the registrar's office or elsewhere].
