Stock belonging to lunatic may be ordered to be transferred. 90. Where any stock is standing in the name of or is vested in a lunatic beneficially entitled thereto, or is standing in the name of or vested in a committee of the estate of a lunatic, in trust for the lunatic, or as part of his property, and the committee dies intestate, or himself becomes lunatic, or is out of the jurisdiction of or not amenable to the process of [the High Court], or it is uncertain whether the committee be living or dead, or he neglects or refuses to transfer the stock, and to receive and pay over the dividends thereof, to a new committee, or as he directs, for the space of fourteen days next after a request in writing for that purpose made by a new committee, then [the High Court] may order some fit person to transfer the stock to or into the name of a new committee, or into [the Supreme Court], or otherwise, and also to receive and pay over the dividends thereof, or such sum or sums of money and in such manner as [the High Court] may order.[
