Visitors reports to be kept secret, and destroyed on death, &c. 59. The reports of the visitors shall be filed and kept secret in [the Office of Care and Protection], and shall be open to the inspection of no person save [the High Court] and such persons as [it] may specially appoint; and all the reports relating to any particular patient shall be destroyed on the death of the patient and shall also be destroyed on the inquisition in his case being superseded, or being vacated and discharged on a traverse, unless [the High Court], within fourteen days after the supersedeas or the vacating and discharge on a traverse, specially order that the same be not destroyed until the death.
