1.(1) The purposes for which a scheme may be made under section 1 of the Lough Neagh and Lower Bann Drainage and Navigation Act (Northern Ireland) 1955 shall include the following: (a)permitting water to be abstracted from Lough Neagh and the Lower Bann River; (b)facilitating the disposal of effluents from the Lough; (c)preserving fisheries and natural beauty; (d)facilitating recreation and tourism; and (e)conserving fauna and flora. (2) Notwithstanding anything in the Lough Neagh (Levels) Scheme 1955, the Ministry of Agriculture may permit the level of Lough Neagh to fall below the lower level specified in that Scheme during such period as it appears to the Ministry necessary to do so in order to make good, as far as is reasonably practicable, any diminution in the flow in the Lower Bann River resulting from abstractions, approved by the Ministry of Development and commenced before 31st December, 1975, from the River and the Lough.
