67.(1) A constable may, at any time, enter (a)licensed premises; or (b)premises which adjoin or are near licensed premises and which belong to the holder of the licence or are under his control or used by his permission, (2) In any proceedings for an offence under this section the burden of proving that any delay in admitting was reasonable shall lie upon the defendant.
