Acts of general assembly. 31. The vote of the majority of the members for the time being of the general assembly present and voting at any meeting of the said assembly duly convened shall be considered as the act of the assembly for any of the purposes for which said act is hereby rendered necessary; and all votes and proceedings of the said general assembly, which shall be signed by the moderator thereof for the time being, and the clerks of the said assembly, or one of them, shall be received as evidence that same were passed at a meeting of the said assembly duly convened and constituted.
