Official assignee to act as sole assignee till creditors chose assignee, &c.; 63. Until assignees shall be chosen by the creditors, the official [assignee] shall to all intents and purposes whatsoever be the [assignee] of every bankrupt's ... estate and effects, [and, if the Court shall so order, may sell or otherwise dispose of any property which from its nature or for any other reason the Court shall think ought to be disposed of without delay] [and bankruptcy rules may provide for the cases in which property of the bankrupt's may be sold or otherwise disposed of before the sitting for the choice of assignees by the creditors where such sale or disposal ought for some reason to be effected without delay].
