Application of forfeitures. 399. All sums of money forfeited under this Act may be sued for by the assignees of the estate and effects of any bankrupt ... connected therewith or interested therein in [any court of competent jurisdiction]; and such sums of money, when recovered shall be added to and form part of the estate.
