24. The Court shall have original jurisdiction, superintendence, and control in all matters of bankruptcy ..., and shall have authority to take such order and direction with the estate and effects of each bankrupt ..., as herein-after expressed, and also shall hear, determine, and make order in any matter of bankruptcy ... whatever, so far as the assignees are concerned, relating to the estate and effects of the bankrupt ..., or of any estate or effects taken and claimed by the assignees for the benefit of the creditors, or relating to any acts done or sought to be done by the assignees in their character of assignees, and also in any matter of bankruptcy ... whatever as between the assignees and any creditor or other person appearing and submitting to the jurisdiction of the Court, [and also in any application for a certificate of conformity], and in any other matter where the Court by virtue of this Act has jurisdiction, save and except as may be by this Act otherwise specially provided.
