Quays not to be deemed legal until approved by Treasury and Customs. 24. And with respect to the quays, the quays of the harbour, dock, or pier shall not be deemed to be legal quays for the shipping and unshipping of goods until the same have been approved of by... the Commissioners of Her Majesty's Customs... for that purpose; and such quays, and the use thereof, shall be subject to all the same rules, regulations, and restrictions to which legal or lawful quays are or may be by law subject. And with respect to the rates to be taken by the undertakers: Ss.25, 26 rep. by 1970 c.1 (NI) s.36 sch.6
