Prosecution of offences. 4.(1) All offences under this Act shall be prosecuted, and all fines thereunder shall be recovered, in manner provided by the Summary Jurisdiction Acts (Northern Ireland); and a person aggrieved by a conviction or order made by a court of summary jurisdiction on determining any information or complaint under this Act may appeal in manner provided by the said Summary Jurisdiction Acts. (2) Prosecutions for offences under this Act or against any byelaw made thereunder may be instituted by an officer of the [district council] authorised in that behalf by the [council] or by any member of the Royal Ulster Constabulary acting within the district of the [council].
