Borrowing powers of Authority. 21.(1) The Ministry shall, at such times, in such manner and subject to such conditions as the Ministry with the approval of the Ministry of Finance may think fit, pay to the Authority such sums as are necessary to defray approved expenditure not defrayed under subsection (3). Subs.(2) spent (3) The Authority shall comply with such directions as the Ministry with the approval of the Ministry of Finance may give as to the application of moneys which the Authority receives otherwise than under subsection (1) or subsection (2) and, to the extent that any statutory provision or any such direction does not require the moneys to be applied in a particular manner or for a particular purpose, the Authority shall apply those moneys in the defrayment of approved expenditure.][
