Means of escape from fire in hotels and boarding houses. 14.(1) Subject to subsection (2) any person who fails to comply with any requirement of [the fire authority] under section 11(1) or any requirement specified by the Authority in a notice served under section 12(1) or who contravenes the provisions of section 11(2) shall be guilty of an offence and shall be liable on summary conviction for every such offence to a penalty not exceeding #200. (2) A person on whom a notice is served under section 12(1) shall not in respect of a failure to comply with any requirement specified in that notice incur any penalty under subsection (1) in respect of any period before the last day on which an appeal against that requirement may be brought under section 13(1) or, where such an appeal is brought, in respect of any period prior to the abandonment or determination of the appeal.[
