Power to refuse solemnisation of marriage where marriage inconsistent with international law. 19. A marriage officer shall not be required to solemnise a marriage, or to allow a marriage to be solemnised in his presence, if in his opinion the solemnisation thereof would be inconsistent with international law or the comity of nations: Provided that any person requiring his marriage to be solemnised shall, if the officer refuses to solemnise it or allow it to be solemnised in his presence, have the right of appeal to the Secretary of State given by this Act.
